CHAPTER 2 — The File That Was Never Supposed to Exist
For three days after the police raid, Emily expected silence.
It didn’t come.
Instead, the silence was replaced by paperwork.
Detective Sarah Collins returned with a sealed envelope and a face that looked like she hadn’t slept in years. She placed it on Emily’s kitchen table without sitting down.
“You need to understand something,” Sarah said quietly. “Clara’s case didn’t start with her.”
Emily opened the folder.
Inside were photographs.
Dozens of them.
Children. Same mark. Same burned cross variation. Same coded sequence on their backs.
Emily’s stomach tightened.
“There are more,” she whispered.
Sarah nodded. “At least twelve confirmed. Possibly more unregistered placements. This wasn’t foster neglect. It’s an organized trafficking ring operating through fake emergency placements.”
Emily looked down at Clara, who was drawing at the table with shaking hands.
“And the man last night?” Emily asked.
Sarah hesitated.
“We didn’t catch the top of the chain.”
That silence meant everything.
Then Sarah added, “And there’s something else. Someone filed a legal claim this morning.”
Emily froze.
“A what?”
“A custody override request,” Sarah said. “Signed by a licensed attorney. It claims Clara is still under guardianship of her original placement authority.”
Emily’s blood went cold.

“They’re trying to take her back.”
Sarah nodded once. “And they’re doing it legally.”
