Chapter 7 – The Billion-Dollar Scheme

Chapter 7 – The Billion-Dollar Scheme

The Cybercrime Division fell silent.

Rachel Kim's fingers remained frozen above the keyboard.

On the monitor, streams of encrypted network traffic scrolled endlessly across the screen.

She replayed the logs three times before looking at Detective Marcus Hayes.

"I've checked it every way I know."

Marcus folded his arms.

"And?"

"They're inside."

The words landed like a hammer.

The detectives surrounding the workstation exchanged uneasy glances.

Marcus stepped closer.

"How long?"

Rachel swallowed.

"I don't know."

She enlarged one of the connection logs.

"The intrusion isn't new."

She highlighted a series of timestamps.

"It's been active for at least..."

She hesitated.

"...eighteen months."

No one spoke.

Eighteen months.

Every investigation.

Every confidential witness.

Every classified operation.

Someone had been reading everything.

Marcus's expression hardened.

"Disconnect the entire system."

Rachel shook her head.

"It won't matter."

"Why not?"

"They're not just in the network."

She looked him in the eye.

"They're using authorized credentials."

Marcus understood immediately.

Not a hacker.

An insider.

Someone with legitimate access.

Someone wearing a badge.

The Secret Task Force

Two hours later, Marcus sat inside an underground conference room beneath Police Headquarters.

Only six people had been invited.

Rachel Kim.

Dr. Samuel Greene.

Assistant District Attorney Laura Bennett.

Financial Crimes Chief Alan Pierce.

FBI Special Agent Rebecca Collins.

And Marcus himself.

Every mobile phone had been left outside.

The room contained no internet connection.

No smart devices.

Only paper files.

Marcus closed the steel door behind him.

"No one outside this room knows we're meeting."

Rebecca nodded.

"Good."

She spread several classified folders across the table.

"We've been investigating the Circle for seven years."

Marcus looked surprised.

"The FBI already knew?"

Rebecca smiled bitterly.

"We knew pieces."

"We never knew the whole picture."

She opened the first folder.

Across the top was stamped:

CONFIDENTIAL

OPERATION MIRROR

Inside were photographs from different cities.

Different states.

Different countries.

Each photograph featured a smiling couple.

Wedding pictures.

Engagement parties.

Anniversary celebrations.

Rebecca pointed toward the first image.

"Seattle."

The second.

"Chicago."

The third.

"Miami."

The fourth.

"London."

Marcus frowned.

"They're all married."

Rebecca nodded.

"They're all victims."

Pattern Recognition

Alan Pierce slid a large map onto the table.

Red pins covered nearly every major financial center in the country.

"Over the last fifteen years..."

He tapped one pin after another.

"Forty-three wealthy women disappeared."

"Twenty-nine wealthy men."

"Sixteen elderly business owners."

Marcus interrupted.

"Disappeared?"

Rebecca answered.

"Legally."

He looked confused.

"What does that mean?"

"They weren't kidnapped."

"They signed documents."

"Transferred assets."

"Changed wills."

"Sold businesses."

"Then vanished."

Marcus frowned.

"Witness protection?"

Rebecca slowly shook her head.

"No."

"They were found later."

"Most living under new identities."

"Completely broke."

Marcus looked around the room.

"They gave everything away voluntarily?"

Alan sighed.

"According to the paperwork..."

"Yes."

Rachel quietly added,

"The signatures were real."

Marcus thought about Emily.

Her signatures.

Her trust.

Her marriage.

The Circle hadn't simply stolen money.

They had engineered consent.

The Marriage Division

Rebecca opened another file.

"This is where Daniel comes in."

Inside were photographs of twelve men.

Each handsome.

Well-dressed.

Charismatic.

Every one of them smiling.

Marcus immediately noticed something.

"They all resemble each other."

Rebecca nodded.

"The Circle has recruiters."

"Psychologists."

"Behavioral analysts."

"They identify wealthy individuals experiencing major life changes."

Marcus frowned.

"What kind of changes?"

Rebecca began counting.

"Divorce."

"Bereavement."

"Loneliness."

"Family conflict."

"Career success."

"Unexpected inheritance."

Alan continued.

"Once a target is selected..."

"The Marriage Division creates the perfect partner."

Rachel whispered,

"Perfect."

Rebecca nodded.

"Every hobby."

"Every conversation."

"Every coincidence."

"Every shared interest."

"Nothing happens by accident."

Marcus thought about Emily meeting Daniel during the rainstorm.

The elderly woman.

The umbrella.

The charity fundraiser.

Every detail had been designed years before.

Asset Harvesting

Alan placed several financial charts on the table.

"Each operation follows the same five phases."

He pointed to the first.

Identification

A wealthy target is selected.

The second.

Attachment

A relationship is carefully engineered.

The third.

Isolation

Friends and family are gradually removed.

The fourth.

Consolidation

Assets are merged, transferred, or liquidated.

Finally...

Extraction

The operative disappears.

Marcus stared at the chart.

"How much money?"

Alan took a slow breath.

"Our lowest estimate..."

"...is twelve billion dollars."

Silence.

Rachel looked up sharply.

"Twelve?"

Alan nodded.

"Likely much more."

Marcus slowly leaned back.

Daniel hadn't stolen millions.

The Circle had stolen billions.

Emily Remembers

That afternoon, Marcus returned to St. Catherine's Medical Center.

Emily sat reading through copies of old financial statements.

She looked exhausted.

Dark circles framed her eyes.

Marcus placed a photograph in front of her.

Twelve men.

"Do you recognize anyone besides Daniel?"

Emily studied each face.

After several moments...

She pointed to one.

"This man."

Marcus leaned forward.

"Where?"

"Our anniversary dinner."

She frowned.

"He introduced himself as a hotel manager."

Rebecca, who had accompanied Marcus, exchanged a glance with him.

"The hotel never employed him."

Emily's expression changed.

Another memory surfaced.

"And..."

She pointed to a second man.

"He was at our charity auction."

"He donated half a million dollars."

Rebecca opened her notebook.

"The donation never existed."

Emily slowly looked up.

"Everywhere we went..."

Marcus finished the sentence.

"...someone was watching."

Noah's Drawing

Across town...

Eleanor Brooks sat in her kitchen, staring at Noah's drawing.

The little boy had gone outside to play with the neighbor's dog.

For the first time in years...

The house was completely quiet.

She carefully unfolded another photograph hidden beneath the drawing.

It showed Daniel.

Much younger.

Standing beside four other young men.

All wearing identical black suits.

On the back, someone had written:

Class of 2010

Marriage Division

Eleanor closed her eyes.

She remembered the day Daniel had shown her the picture.

"They call it graduation," he had said.

"But we're not students."

"What are you?"

He had smiled without humor.

"Products."

The Recruit

Marcus arrived thirty minutes later.

Eleanor handed him the photograph.

"I should have given you this yesterday."

Marcus examined every face.

One man caught his attention.

He wasn't smiling.

Unlike the others, he looked directly into the camera with open hatred.

Marcus turned the picture over.

"What was his name?"

Eleanor hesitated.

"I only knew his first name."

"What was it?"

"Michael."

Marcus immediately called Rachel.

"Run facial recognition."

Within ten minutes she called back.

"We found him."

"Alive?"

"No."

Marcus frowned.

"When did he die?"

Rachel's voice became quiet.

"Five years ago."

"Suicide."

Marcus didn't answer.

Rachel continued.

"There is something strange."

"What?"

"He supposedly jumped from a bridge."

Marcus waited.

"No body was ever recovered."

The Ledger

That evening, forensic accountants finally opened Daniel's encrypted bookkeeping files.

Everyone expected bank accounts.

Offshore companies.

Investment portfolios.

Instead...

They found a ledger.

Not of money.

Of people.

Each victim had been assigned a number.

E-17.

V-09.

L-03.

Dozens more.

Beside every name appeared columns.

Trust Level

Emotional Dependence

Financial Access

Family Influence

Pregnancy Risk

Emily's file filled nearly three pages.

Marcus felt sick.

She had been evaluated like livestock.

One entry caught his attention.

Pregnancy: Unexpected

Immediate escalation authorized

He stared at the note.

Rebecca leaned closer.

"What does escalation mean?"

Marcus already knew.

"The wedding."

The accusation.

The humiliation.

The legal documents waiting upstairs.

Emily hadn't been betrayed because she was pregnant.

She had been betrayed because the pregnancy threatened Daniel's timetable.

He couldn't disappear while she carried his child.

The baby complicated everything.

So they accelerated the plan.

A Familiar Signature

Rachel hurried into the conference room carrying another file.

"You need to see this."

Marcus looked up.

"What is it?"

"The accounting ledger."

"What about it?"

She opened to the final page.

There, beneath hundreds of transactions, appeared one signature.

Not Daniel's.

Not Richard Holloway's.

Just two elegant initials.

R. A.

Rebecca frowned.

"Who is R.A.?"

Rachel shook her head.

"I don't know."

Marcus looked closer.

Something about the handwriting felt strangely familiar.

He couldn't place it.

Not until...

Emily quietly whispered from across the room.

"I've seen that signature before."

Everyone turned toward her.

"Where?"

She closed her eyes, searching her memory.

"My father."

Marcus leaned forward.

"What about him?"

She swallowed.

"He received letters."

"What kind of letters?"

"I never read them."

"But every envelope..."

She pointed at the initials.

"...ended with R.A."

The room became silent.

Emily looked at Marcus, fear filling her eyes.

"My father wasn't just a victim..."

She took a shaky breath.

"...was he?"

Before Marcus could answer, his secure satellite phone rang.

Only three people possessed the number.

He answered immediately.

"This is Hayes."

A frightened voice whispered into the receiver.

"They found me."

Marcus stood.

"Who is this?"

"I'm one of Daniel's recruits."

Marcus's heartbeat quickened.

"Name?"

"I don't have much time."

Voices shouted in the background.

The caller was running.

"I can prove everything."

Marcus grabbed a pen.

"Where are you?"

The man gasped for breath.

"Old Harbor Warehouse..."

A loud gunshot echoed through the phone.

Then another.

The caller screamed.

Before the line went dead, he managed to whisper four final words.

"They're not hunting..."

A third gunshot interrupted him.

Static.

Then silence.

Marcus stared at the phone.

The room waited.

Slowly, he lowered it.

His voice was grim.

May you like

"They're hunting their own."
